Assign your abilities (and determine your Intelligence Resistance modifier) and then

Background Skills

associated with your upbringing.

Choose

Connection skills

associated with your meeting and interacting with other members of the group.

Choose two

Careers

that will modify your skill cost and determine your starting equipment and money.

Write your character using the guidelines in the player's handbook.  Starting skill points are as follows

SKILLS

                A character gains 30 + 3 x Intelligence skill points to start instead of normal.  They also have a maximum number of starting broad skills equal to 3 + Intelligence Resistant modifier.  Non mutant humans start with 5 extra skills points and 1 extra available broad skill.
